Muzaffar Kamilov studied at Tashkent State Institute of Oriental Studies. After graduation he continued his academic career as an intern-researcher, including language training at Cairo University. From 1997 to 2000, he pursued postgraduate studies at the same institution. His professional path in academia includes serving as deputy dean of the Faculty of International Relations and Economics and later as vice rector for scientific affairs of the Tashkent State Institute of Oriental Studies. Between 2009 and 2016, he worked at the Ministry of Higher and Secondary Specialized Education, heading departments focused on spiritual and moral education. In 2016, he became vice rector for spiritual and enlightenment affairs of the Tashkent State University of Economics. From 2018 to 2022, he served as first deputy chairman of the Committee for Religious Affairs under the Cabinet of Ministers. He was rector of the International Islamic Academy of Uzbekistan (2021–2023) and advisor to the president of the Republic of Uzbekistan on cooperation with public and religious organizations (2022–2024). Currently, he serves as rector of the International Islamic Academy of Uzbekistan and deputy advisor to the president on issues related to representative bodies, NGOs, religion, and youth affairs.
