CEO, Rwanda Governance Board

Doris Uwicyeza Picard is the chief executive officer of the Rwanda Governance Board; she also serves as a cabinet member. She is a senior policy expert who leads on complex governance, migration, and diplomatic initiatives to ensure that Rwanda’s policies reflect both national priorities and global best practice. Dr. Picard holds a doctorate in public international law and has extensive experience in translating policy vision into actionable frameworks—particularly in areas involving international relations, rule of law, and the strengthening of national institutions. Her work focuses on the nexus of governance, human rights, and sustainable development, engaging diverse stakeholders from multilateral organizations, partner governments, and civil society.
