Celeste Ruth Cembrano-Mallari is assistant director of the Institute of Government and Law Reform at the University of the Philippines’ Law Center and a lecturer in international law at the Philippine Judicial Academy, the training center for judges in the Philippines. She is also a senior lecturer at the University of the Philippines College of Law, where she earned her law degree. She holds a an LLM from Kyushu University in Fukuoka, Japan, and was a fellow of the Nippon Foundation capacity-building and training program at the International Tribunal for the Law of the Sea. Ms. Mallari is currently engaged in research and policy work in administrative law—particularly in its intersections with international legal standards. She is also involved in projects relating to private law and data governance, with a focus on evolving legal frameworks for data protection. She previously held editorial roles in several legal publications, including managing editor of the Philippine Yearbook of International Law. Her work reflects a continuing commitment to legal development, both in academic and institutional settings.
