Judge, Inter-American Court of Human Rights
Alberto Alfonso Borea Odría is a distinguished Peruvian constitutionalist, former legislator, diplomat, academic, and current judge of the Inter‑American Court of Human Rights. He holds a law degree from the Pontifical Catholic University of Peru and pursued postgraduate studies at the University of Wisconsin–Madison and Complutense University of Madrid. Dr. Borea’s career spans public office and legal education. He served as deputy (1985–1990) and senator (1990–1992) in Peru’s Congress, where he sponsored key constitutional reforms, including legislation on habeas corpus, judicial oversight, and prohibition of presidential reelection. From 2004 to 2005, he represented Peru as ambassador to the Organization of American States, chaired its committee on legal and political affairs and the permanent council, and founded the “Cátedra de las Américas.” In 2006, he ran for president of Peru under the Fuerza Democrática party. He has served as a professor of constitutional law at leading Peruvian universities, including the Pontifical Catholic University, San Martín de Porres, and the University of Lima as well as at the University of San José in Costa Rica. On 27 January 2025, Dr. Borea was sworn in as a judge of the Inter‑American Court of Human Rights, continuing his lifelong dedication to democratic values, human rights, and constitutionalism.
